Frances Elizabeth Skinner Cobb 75 Mountain City TN went to heaven on Sunday, June 2, 2013 She was born to the late Ethel and Arthur Skinner April 11, 1938 in Hartford, Connecticut. She married the late Charles Cobb on August 8, 1988. Fran retired from Grand Union, Cornwall NY. She was passionate about art and known for her handmade Christmas cards. She loved the mountains and sitting on her front porch where she never tired of seeing God's beauty. She had one brother the late Gary Laurence Skinner and one sister Janet Skinner, brother in law Kenny Cobb, step daughters Cindy Panganiban, Carol Joyce and granddaughter Jamie Arms. Her surviving nieces and nephews Gary Skinner, Larry Skinner and Janet Hebner She is also survived by several great nieces, nephews and her beloved dog Katie.
